Biographies

Victoria Martynkova is a jurist at Vanguard International Dispute Resolution specialising in investment arbitration and commercial arbitration. She represents and advises companies, States, and State-owned entities in disputes across a variety of sectors, including oil and gas, renewable energy, mining, telecom, defence and infrastructure. Victoria has experience in proceedings conducted under the arbitration rules of the UNCITRAL, ICSID, ICC, SCC and LCIA, as well as in annulment and enforcement proceedings before the courts of the United States, the United Kingdom and France.

Prior to joining Vanguard International Dispute Resolution, Victoria worked for five years as a member of the international arbitration team of an international law firm in Paris. She previously trained at international law firms in Paris and practised corporate/M&A in Kyiv.

Victoria is admitted to the Ukrainian Bar and to the Paris Bar (oath pending). She holds a Master’s degree in Arbitration and International Business Law (MACI) from the Paris-Saclay University (Versailles), as well degrees in International Law from Paris II Panthéon-Assas University and Taras Shevchenko National University of Kyiv.

Experiences

Experience as Counsel

  • Representing an Eastern European State in an UNCITRAL investment treaty arbitration arising out of an alleged takeover of a major oil refinery and deprivation of an investor’s shares in the operating joint venture.
  • Representing an Eastern European State in an SCC arbitration under the Energy Charter Treaty concerning an alleged modification of a renewable energy green-tariff regime.
  • Representing a Latin American State in an UNCITRAL investment treaty arbitration brought by a US investor alleging expropriation through regulatory measures.
  • Representing a State-owned infrastructure company in a commercial arbitration before the Court of Arbitration at the Polish Chamber of Commerce (SAKIG) for breach of contract and debt recovery.
  • Member of the counsel team representing an Eastern European State in cross-jurisdictional judicial proceedings for annulment, recognition and enforcement of an investment arbitral award before French, US and English courts.
  • Member of the counsel team representing a State agency in recognition and enforcement proceedings of an ICAC award before the US courts.
